A Native American/Alaska Native/Native Hawaiian Consultation Specialist (Research Associate III, Special) position is available with the Center for Environmental Management of Military Lands (CEMML). This position is located at Fort Collins, Colorado.


CEMML is a research, education and service unit within the Warner College of Natural Resources at Colorado State University (CSU). CEMML applies the latest and most appropriate science to promote the sustainable management of natural and cultural resources on Department of Defense (DoD) and other public lands. We provide technical support, conduct applied research, and offer career development and learning opportunities to support resource stewardship. The successful candidate will conduct long-term consultation with Native American, Alaska Native, and/or Native Hawaiian stakeholders on a wide variety of heritage resource and environmental justice issues in accordance with DoD and service-specific regulations and guidelines. Additionally, the successful candidate will conduct and coordinate historic research involving cultural affiliation overviews, NAGPRA-related inventories, and evaluations. Also, the Consultation Specialist will prepare agreement documents pertaining to native stakeholder issues such as NAGPRA-related Comprehensive Agreements and Plans of Action, Programmatic Agreements regarding access to sacred sites, etc. The Consultation Specialist will conduct and coordinate field surveys identifying and documenting Traditional Cultural Properties (TCPs) pertaining to indigenous peoples. The Consultation Specialist will conduct workshops on cultural competence issues for U.S. military personnel and Native American consultation, and participate in heritage interpretation and partnership development projects. The successful candidate may be required to travel frequently.


The successful candidate must be able to walk over uneven terrain in inclement weather. The position will also require bending, climbing, and lifting up to 25 pounds.


The successful candidate must be eligible to work in the United States by proposed start date. CEMML will not provide visa sponsorship for this position. MA degree in applied anthropology, cultural anthropology, Ethnic Studies, or closely related field, with specialization in Native American issues, or J.D. degree in Law with specialization in Federal Indian law and policy is required.

At least two years of relevant experience is required. The successful candidate must have demonstrated experience in area of Native American, Alaska Native, and/or Native Hawaiian research and consultation. Additionally, demonstrated experience with tribal consultation protocols, thorough knowledge of the Native American Graves Protection and Repatriation Act (NAGPRA), and experience with the repatriation of Native American human remains is required.


Desirable qualifications include demonstrated knowledge of federal environmental and historic preservation law and their implications for native peoples, including but not limited to the National Environmental Policy Act (NEPA), the National Historic Preservation Act (NHPA), the Archaeological Resources Protection Act (ARPA), the Native American Graves Protection and Repatriation Act (NAGPRA), The American Indian Religious Freedom Act, and Executive Order 13007. Experience with established approaches and procedures for conducting long-term consultation with Native American and/or Alaska Native and Native Hawaiian stakeholders with respect to heritage resource management (HRM) and environmental justice (EJ) issues is beneficial. Excellent written and oral communication skills are a plus.

Salary is commensurate with experience and qualifications. Annual salary range $49,000 to $51,000. Continuation of the position is dependent on the receipt of funding from the sponsor for Research Associate III efforts at Fort Collins, Colorado.
