Position: Historian
General Description
The incumbent of this position is responsible for the National Register program for the American Samoa Historic Preservation Office under the administrative direction of the Historic Preservation Officer.
Key Duties and Responsibilities
- Responsible for the National Register Program and all aspects of preparing National Register Nominations.
- Ensure that at least two National Register Nominations are prepared and submitted each fiscal year.
- Research and write “historic contexts” as support material for National Register nominations and publishing them in academic journals as appropriate, ensuring that at least one historic context will be written each fiscal year.
- Review and provide comments to the Historic Preservation Officer on National Register nominations submitted by the public or by Federal Agencies to ensure that they meet the National Register criteria and regulations.
- Writing and distributing notification letters to landowners of proposed National Register nominations, as per the National Register regulations.
- Prepare and present overviews of National Register nominations to the American Samoa Historical Commission.
- Ensure adequate supplies and materials are available in the office for the preparation of National Register nominations forms.
- Attend Project Notification Review System Board Meetings when called upon to explain the historic significance of historic properties on the National Register or considered eligible for the National Register.
- Assisting staff archaeologists with assigning site numbers to newly identified historic properties upon request.
- Preparing or assisting members of the public in the preparation of
National Register nomination forms.
- Cooperate with and assist historian, archaeologists, scholars, students, and associations with archaeological and historic preservation related information
requests and queries, including logistical support for visiting scholars.
- Develop of historical aspects of a public awareness plan concerning historic properties and the National Register program including the writing of at least five press releases each fiscal year.
- Planning for the promotion of Nation Register sites in support of Heritage tourism.
- Develop and maintain up to date content for a National Register section of the ASHPO website.
- Perform duties as assigned by the Historic Preservation Officer or Deputy Historic Preservation Officer. Knowledge and Abilities:
Knowledge of: Pacific, Polynesian, and Samoa history, or North American history, (preference will be given to candidates with knowledge of Pacific, Polynesian, and Samoan history) with administrative procedures and regulations, especially related to the National Register Program, and the Historic Preservation Act of 1966, as amended and how the National Register Program relates to the Review and Compliance and Survey and Inventory Programs. Knowledge of computer word processing and computer photograph programs. Knowledge of database management, knowledge of public information education and knowledge of Samoan language are pluses.
Skills of: At leas two years of full-time research, writing, teaching, interpretation, or other demonstrable professional activity with an academic institution, historic organization or agency, museum, or other professional institution.
Ability to: communicate effectively with agencies in the federal and territorial governments regarding National Register and historic preservation issues, as well as professional and historic preservation organizations through written and oral mediums; adapt to the local cultural setting; render technical assistance to appropriate agencies and interested citizens; ability to cooperate and interact well with others.
Minimum Qualifications
Applicant must have a Masters degree in History or a related field from an accredited college/university plus 2 years work related experience Or a Bachelor degree in History or a related field from an accredited college/university plus 4 years of work related experience, 2 years of which in supervisory level. Years of progressively responsible working experience may be substituted for portion of the academic requirement. Salary will be adjusted according to experience.

2. Substantial contribution through research and publication to the body of scholarly knowledge in the field of history.
